City of Rochester Energy Efficiency Performance Contract
The City of Rochester has undertaken a program of comprehensive energy efficiency improvements citywide, to be completed in 2007.
The City contracted with Johnson Controls, Inc. (JCI) to evaluate the community’s facilities and provide the engineering work. JCI focused on the 20 city buildings and traffic signals. Rochester Public Utilities provided energy savings calculations.
The $5.6 investment in improvements was financed through a lease-purchase agreement amortized over 12 years. The payments on the lease-purchase agreement are offset by savings in energy and operational costs over the 12 years. Annual utility savings were projected to be $502,000 and operational savings to be $102,000 per year. (The city did not allow a calculation for inflation of energy costs in the proposal; energy rates have increased, so the savings are actually greater than projected.)
